Did you know that revenue from the sale of licences is the main source of income for the Outaouais S.P.C.A.? It counts for 50% of our budget and the Outaouais S.P.C.A. does not receive any funding from the government, municipalities or any other organizations. Without these revenues, the Outaouais S.P.C.A. could not fulfill its mission or carry out its activities. This is another good reason to purchase a licence for your four-legged companions.
oIt is statistically proven that if a lost animal is wearing a licence, it has a 95% chance of being reunited with its family. Our ultimate goal is to quickly and efficiently find the owner of any lost animal brought to our shelter. It is not surprising that several cities in America and Canada run awareness campaigns to inform the public about the importance of having their animals wear a licence. The licence is the animal’s ticket home.
For several years now, the Outaouais S.P.C.A. has been the only organization mandated by the municipalities to sell cat and dog licences. It is mandatory that all cats and dogs in our territory wear a valid licence on their collar. Pet owners who do not abide by this municipal law are subject to fines of $300.00 to $1,000.00 for a first offence. For potential dangerous dogs, fines start at $500 and can go up to $2,000. Please note that administration fees are added depending on the amount of the fines. These measures are necessary in order to maintain an animal control service that is humane, appropriate and professional. It also allows us to determine when animals are harmed or mistreated or when there is overpopulation that is out of control.
Each licence is engraved with a number that corresponds to your animal’s information which is entered in the S.P.C.A.’s database. Licences are renewable on a yearly basis. They expire on December 31st so you must renew prior to
oJanuary 1st each year. It is important to understand that the cost of the licence cannot be divided or refunded and that the licence is not transferable from one animal to another or from one owner to another.

Retroactiv payment for previous year
The SPCAO is entitled to claim the amounts of the licenses for prior years as soon as the owners confirms having care during these periods and / or that our records indicate that the person was the owner of the animal in the previous year.

In 2011, the City of Gatineau’s municipal council voted and approved that the Outaouais S.P.C.A. be authorized to charge a late fee to any citizen who has not renewed their animal licence by March 31. This $20.00 fee is applied on April 1st to all late renewals.
The licence must be worn on the animal's collar at all times, if not, a penalty may apply.
The cost of a licence is $20.00 per dog.
